Individuals who hold a Clinical or Rehabilitative Services Credential issued in Language, Speech and Hearing may upgrade to the Speech-Language Pathology Services Credential by submitting an application packet directly to the Commission consisting of items 1-5 required for the preliminary credential and all of the requirements listed in one of the following options:

  • Note : Previously, the Praxis II SLP test code was 0330 and the minimum passing score was 600. The previous examination is still acceptable for certification within five years of the passing score date.

    Anyone can register a complaint with the California Speech-Language Pathology, Audiology, and Hearing Aid Dispensers Board. But a real investigation will only occur if the board does not immediately dismiss the complaints as “unsubstantiated.” They will also prioritize complaints so as to look into more serious charges first.

    If a complaint seems credible to the board, they may conduct a sting operation against the relevant licensee to gain more evidence. They may, on the other hand, investigate for a while but ultimately conclude there isn’t enough evidence to proceed.

    Amendments To The Speech And Hearing Health Professionals Regulation

    Amendments to the Speech and Hearing Health Professionals Regulation and to most College bylaws are subject to a three-month notice period, unless the Minister specifies a shorter period.

    The College is responsible for giving notice of proposed bylaw amendments, including posting them on the College website, and all bylaw amendments must be filed with the Minister to be effective. Filed bylaws come into force 60 days after the date of filing, unless the Minister either disallows the change or specifies an earlier date, or the College withdraws the change.

    The full text of the current bylaws and information about any proposed bylaw amendments may be obtained by contacting the College. Comments on proposed bylaw amendments should be submitted to both the College and the Ministry.

    EXPEDITED LICENSURE FOR HONORABLY DISCHARGED MEMBERS OF THE UNITED STATES ARMED FORCES

    Beginning July 1, 2016, each DCA licensing program is required to expedite the licensure/registration process for an applicant that served as an active duty member of the Armed Forces of the United States and was honorably discharged.

    For an applicant’s license/registration to be expedited, the applicant must:

    • Supply evidence that they were an active duty member of the Armed Forces of the United States who was honorably discharged.

    RENEWAL FEE WAIVER FOR ACTIVE DUTY MILITARY PERSONNEL

    Beginning January 1, 2013, boards and bureaus under the Department of Consumer Affairs must waive renewal requirements for military personnel when they are called to active duty. Renewal requirements waived for military personnel called to active duty include renewal fees, continuing education requirements, and any other requirements as determined by the program.

    To qualify for a waiver, the licensee/registrant must:

    • Possess a current and valid license when called to active duty and
    • Provide written documentation that substantiates the licensee’s/registrant’s call to active duty.

    How Criminal Convictions Can Affect Your License

    As mentioned above, the licensing board has authority to take disciplinary actions based on your having a prior criminal conviction on your police record.

    Information For Refugees Asylees And Holders Of Special Immigrant Visas

    Starting January 1, 2021, individuals in the following categories who apply for licensure by the Speech-Language Pathology and Audiology and Hearing Aid Dispensers Board may seek an expedited licensure process.

    • Refugees pursuant to section 1157 of title 8 of the United States Code
    • Those granted asylum by the Secretary of Homeland Security or the Attorney General of the United States pursuant to section 1158 of title 8 of the United States Code or,
    • Individuals with a special immigrant visa that have been granted a status pursuant to section 1244 of Public Law 110-181, Public Law 109-163, or section 602 of title VI of division F of Public Law 111-8.

    In order to receive the expedited licensure process, individuals must provide documentation of their refugee, asylee, or special immigrant visa status when submitting their application package.     A California speech therapy license can be extended to holders of the American Speech-Language Hearing Association Certificate of Clinical Competence . Individuals who are licensed in other states and have worked for one year, but do not possess the ASHA CCC, are exempt from the required professional experience requirement, but they must provide proof of education, clinical practicum and passage of a national exam.

    Requirements For The Two

    Individuals must satisfy all of the following requirements:

  • A Commission-approved specialized preparation program resulting in the formal recommendation for the credential by the college or university where the program was completed .
  • Basic Skills Requirement. See Commission leaflet CL-667, entitled Basic Skills Requirement for additional information.
  • Hold or have been recommended for a masters degree or higher in speech-language pathology from a regionally accredited institution of higher education. The masters degree program must be accredited by the American Speech-Language-Hearing Associations Council on Academic Accreditation.
  • An application must be submitted online by the recommending institution.
  • If not previously submitted to the Commission, a completed Live Scan receipt is also required . This form should be given to the credential analyst at the recommending institution prior to online application submission.
  • Note : The institution of higher education may recommend the California-prepared candidate for a clear credential instead of a preliminary if the candidate meets all of the requirements for both the preliminary and the clear credential.

    Clear Clinical Or Rehabilitative Services Credential Audiology

    Requirements for the Clear Credential, for individuals prepared in California. The credential is issued initially for five years.

  • Master’s or higher degree in audiology or a closely related subject as determined by the Commission
  • Completion of one of the following:
  • a specialized and professional preparation program in audiology taken in California and accredited by the Committee on Accreditation or
  • a professional preparation program in audiology services, including successful completion of a supervised field work or the equivalent, taken outside California that is comparable to a program accredited by the Committee on Accreditation. The program must be from a regionally accredited institution of higher education and approved by the appropriate state agency where the course work was completed or
  • a valid Audiology License issued by the State of California
  • Meet the basic skills requirement
  • One of the following:
  • an individual who completes his or her professional preparation program in California as described in must receive a recommendation from a California regionally accredited institution of higher education that has a clear Audiology Services program accredited by the Committee on Accreditation, as provided in Education Code section 44373 or
  • An individual who completes requirements and , but has not met the basic skills requirement listed in may apply for a one-year nonrenewable credential through a California employing agency.
